In Twinning Committee as in any association President must at the General Assembly to review the directions taken during the past year and to propose ways of thinking for the future.
" Tradition is an innovation that has succeeded "Chateaubriand said. Since 1982
pairing with Ottweiler has become a tradition. Every year the holidays are a time of pairing strong festive and friendly which demonstrates the multiple relationships that are forged between our families, our elected brief associations between the people of our two cities. Yet as I recently said Claude Souchon, Mayor founder of twinning, the twinning with Germany, launched in the early eighties was difficult initially accepted by many of Reims-san because of the black pages of our common history still too recent. It was an innovation, a bold decision which over the years was a success, a success.
The twinning committee since the beginning is at the center of encouraging promotes and supports so much so that unlike other cities twinned our twinning is still alive.
Why Being paired with a German city is still tenable? I would see three answers to this question I ask myself sometimes.

First in line with what has been said we must maintain this friendship in the generations that follow us to do more with this neighbor relive what our parents lived.

Second, the two pillars that form the basis of the Europe we are trying to live on our continent, these two pillars of Europe is of course Germany and France.

Finally the third reason is what I live every day as a teacher who regularly organizes trade with Germany. French youth think about the Germans: Germany is not a picturesque country nor surprising therefore irrelevant to discover. But when they return, they were surprised to discover how the lifestyle, thinking of our neighbors are very different ours and the scenery is not far.

From the German side, I do not teach you anything, our neighbors love to come to our country because according to them there lives well: the translation of " as in clover " is in German: " like God in France . This expression means everything to the attractiveness of our country still on the imagination of the descendants of Goethe.
So by promoting exchanges between our two peoples, we encourage our small way the advent of Europe fraternal and concrete by breaking down the prejudices that exist between two neighboring countries always both so close and so different.
After these reflections we may ask: What do we do this year for innovative while continuing our tradition of twinning? We will of course promote continuity in inter-associations, trade so rich in humanity with disabilities. But this year's innovation of turning to the youngest: children, the future of our twinning. With this year's theme: " the place of children in our cities binoculars " we focus on one of the pillars of our society: the role of family and parent-child relationship. That's why we organized with the help of teachers and youth services in Saint-Rémy a meeting between parents and children of our two cities. This challenge if we note with success should allow our matching open to new families who might not be involved in our operations and therefore consistent with our objectives we open more widely to san-Reims.

Now lets our twinning cooperation with Pouni. For 10 years now that the Mayor of Saint-Remy signed the pact of friendship with what was then the Pouni Prefecture and has since become the Common Pouni, this policy of solidarity is one of the directions of Saint-Remy. During these 10 years, the twinning committee has supported and continue this friendship that emphasizes human relations, which requires understanding and excludes any form of assistance. The objective is to support the development of Pouni with the principle of popular participation and respect the requests of partners. It must both respect the traditions, customs and also support innovations initiated by the country itself. Thus, having become Pouni rural town full year a municipal development plan was developed in 2007. This Municipal Development Plan provides us with an associate partner in the development of common Pouni a plea. The meeting between the mayors of our two communities last February was the starting point of reflection to identify common actions. The trip by Michel Goby in December and that of the President in February are all steps in this reflection.
Pending concrete decisions regarding the CEO, the twinning committee of Saint-Remy has not been idle since it was sent twice the funds to address social problems resulting in disastrous floods last August. On the other hand in connection with the collective solidarity of the basin Chalonnais the committee must be organized in close collaboration with the Mayor of Pouni a meeting between young people of our two countries in July.
To conclude we can resume our account of Chateaubriand this maxim: " tradition is a successful innovation " Our matches have become tradition in the landscape san-Rheims and through the involvement of all these decisions innovative and risky departure became rich achievements in humanity and brotherhood.
